The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of opposing developments captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: hopeful statements are issued from multiple capitals. Immense energy is expended on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from Russian territory, a ability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through partner states. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly gives way to sober acceptance: possibly the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly imported technology. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.

With pauses, this persisted until dawn. Kyiv awoke to the morning news: several casualties, damage and infrastructure problems in many homes as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a need that European nations are clearly incapable to fill in the short term.

Unsuccessful Negotiations

The 28-point plan from US administration generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new proposal from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, no doubt, endure.

Political Considerations

It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a premise understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is impossible to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's occupied territories.

The issue is that while accepting these circumstances, Washington does nothing to deter Moscow, through diplomacy or military means, from believing that the current condition will not evolve additionally in its advantage in the coming year.

Conflicting Perspectives

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but averting a total frontline collapse until conditions improve in its favour.

Existing Situation

Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a mere seven days to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.

While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
